An ECA is not the same as every form of credential recognition
For Express Entry, an Educational Credential Assessment is used to verify that a foreign degree, diploma or certificate is valid and to identify its Canadian equivalency. IRCC requires an ECA for certain Express Entry purposes, including Federal Skilled Worker eligibility based on foreign education and when a candidate wants points for foreign education.
The assessment must be for immigration purposes and must come from an organization or professional body designated by IRCC for the applicable credential. Escanto does not issue the ECA; the designated organization does.
That process is different from a university deciding whether to admit a student and different again from a provincial regulator deciding whether a person may practise a regulated profession.
Study permit applications do not have a universal ECA requirement
A study permit application usually involves educational records because the school and IRCC need to understand the applicant’s academic history and the basis for admission. But there is no general IRCC rule requiring every study permit applicant to obtain an Express Entry-style ECA.
The designated learning institution may have its own transcript, translation, equivalency or credential-evaluation requirements. The immigration application then needs to remain consistent with the documents used for admission and with the letter of acceptance.
Applicants should therefore avoid ordering an ECA simply because they heard that Canada requires credential assessment without first identifying what the school, the immigration program or a regulator actually requires.
Work permits and regulated professions are another question
A work permit does not universally require an ECA either. Depending on the work authorization route, the employer, immigration program or professional regulator may care about education, licensing or credential equivalency in different ways.
IRCC itself notes that an ECA does not guarantee a job or a professional licence. People planning to work in a regulated occupation must consider the licensing rules of the province or territory where they intend to practise.
Translation is separate from credential assessment
A perfectly valid diploma can still be unusable for an immigration submission if the application requires an English or French translation and the translation package does not meet the applicable instructions.
Translation requirements vary by application. Applicants should review the checklist and program instructions for the particular filing instead of assuming that a translation prepared for a school, employer or foreign authority automatically meets IRCC requirements.
A limited credential-assessment or translation retainer can be enough
